Ray Blakeney, Operations Director for the Oklahoma City Office of the Medical Examiner, and several Oklahoma City firefighters attended the Mass Fatalities Incident Response Course* in Emmitsburg just six months before the Murrah Federal Building bombing.

He later said, "When I heard that the Murrah Building had been bombed, I went right to the Student Manual for the Mass Fatalities Incident Response Course* and followed it step by step as I worked my way through the terrible days and weeks following the incident. Having recently had the training and being able to work from the Student Manual made setting up and running that Family Assistance Center a smooth operation."

*Along with experts from the FBI, NFDA, and Armed Forces Medical Examiners, Dianne designed and wrote the Mass Fatalities Incident Response Course.
